OMMS as an organization consists of a number of municipal professionals who are devoted to improving municipal government in Oklahoma. 

Steve Whitlock, Executive Director: Steve has been in municipal government for over 30 years, serving in various positions in Drumright, Mustang, Owasso, Coweta, Collinsville and Eufaula.  He is a 1990 graduate of Oklahoma State University with a Bachelor of Arts in Political Science and a 1992 graduate of the University of Oklahoma with a Master Degree in Public Administration.  He was the first City Manager in Oklahoma to obtain the “credentialed manager” designation from the International City/County Management Association and was also previously awarded the Gerald Wilkins Award by the City Management Association of Oklahoma (CMAO).  Mr. Whitlock is a Past President of CMAO, a member of the International City/County Management Association, the American Society for Public Administration, as well as, numerous other municipal and civic organizations.  He also manages the day-to-day operations of CMAO, the Oklahoma Association of Chiefs of Police (OACP), and the Oklahoma Sheriffs and Peace Officers Association (OSPOA).

Mike Vanderburg, General Counsel:  Mike has nearly 40 years of service as a municipal attorney and served in multiple municipalities such as Broken Arrow, Morris, Okmulgee, and most recently, Ponca City.  He is a founding member of the Oklahoma Association of Municipal Attorneys, where he also serves on the Board of Directors.  During his extensive career, Mike has been involved in various municipal associations by either being a member or as a reliable source for presentations.

Brittany Long, Director of Administration: Brittany has over 10 years of municipal experience. She started at the City of Coweta as a Customer Service Representative/Utility Billing Clerk before quickly rising to the position of City Clerk/Treasurer. Most recently she served as the City Clerk for the City of Jenks. Brittany uses her Master Degree in Business Administration by coordinating all administrative duties for OMMS and each association managed by the organization.

Lacey Carothers, Administrative Assistant: Lacey has five years of municipal experience in a variety of position including Police Officer, School Resource Officer, Property Room Officer, Bailiff, and Code Compliance Officer. Lacey provides administrative support to OMMS Staff and each association managed by the organization.

Simon Williams, Development Services Specialist: Simon has over 30 years of experience as a building inspector. He started his career as a Building Control Surveyor for Stafford Borough Council in England for 15 years and also has 15 years serving as the Building Inspector for the City of Coweta. He is also a certified Code Enforcement Officer. Simon is a 1988 graduate of Nottingham University, with a Bachelor Degree in Fine Art and graduated from Birmingham City University in 1993 with a Bachelor’s in Building Surveying.

OMMS maintains a growing list of City Management professionals who serve or can serve in various capacities, including regional range-rider managers, interim managers, and management consultants. In addition to those listed, OMMS maintains a list of available municipal managers that can be placed.

Rick Rumsey, Eastern Regional Manager: Rick served as the City of Sapulpa Police Chief & Assistant City Manager, serving more than 30 years before retiring. Rick uses his experience to conduct best practice reviews of municipal operations. He has served our members by overviewing their public works operations. Also, specialized in pre-employment investigative backgrounds.

Tracy Judd, Western Regional Manager: Tracy is a former City Manager who brings to the team a myriad of management history. A Certified Municipal Official, OU Honor graduate, previous OSU CIS Instructor and Local Grant Writer/Administrator, just to name a few, Judd learned perseverance under the tenacious leadership style of Mike Nunley, who shared a passion for Oklahoma Cities’ and Towns’ success stories. Dedicated to leadership excellence, Tracy will go the extra mile to unite the best resources available, assist in identifying obstacles, and support practical benchmarks to sustain and prosper Oklahoma communities.
